West Sacramento Parking Services
The Parking Division oversees urban parking administration, financial management, policy development, operations, maintenance, parking infrastructure and technology, curb space management, EV charging, programming, and enforcement within the city's urban districts.
Background Information
In the Fall of 2018, the City transitioned to virtual parking permits. With virtual permits, your vehicle's license plate number is your permit.
B Permit Eligibility
Only addresses within the B permit area are eligible for a B parking permit. A typical way to find out if you are within the B permit area is if a B permit sign is posted on your block and on your side of the street (not across the street from you). You may also view a map of the B permit area below.
Only residents are eligible for permits. Non-residents and employees cannot use or be issued permits.
Residents of the Capitol Yards Apartments are not eligible for B parking permits as they are not within the boundaries of the B permit area.

Application
To apply for a B permit, click the link below. New users must register for an account.
During the application process, you must provide proof of residency in the B permit area. B permits cannot be issued without proof of residency. Acceptable Proof of Residency (one required showing address within B area):
- Vehicle registration
- CA driver's license
- Current lease or rental agreement
- Utility bill (dated within 60 days of application)
Your B permit will be active once your application is submitted and approved.
Each driver/vehicle owner is responsible for creating their own account. Accounts are limited to one vehicle. Users may change the vehicle on their account at any time.
Residents without a smartphone, tablet, computer, internet, or in need of assistance may go to City Hall's 1st floor public counter where City staff and an iPad is available to assist in purchasing permits. Please bring your proof of residency.
Visitor Hangtags
Those purchasing visitor permits (limit 2 per address) will still need to do so in person at City Hall's 1st floor public counter, located at 1110 West Capitol Avenue, Monday – Friday from 9:00 a.m. – 4:00 p.m. and every first Tuesday 10:00 a.m. to 4:00 p.m., closed for lunch 12:00 p.m. to 1:00 p.m. Appointments available by calling (916) 617-4589.
Visitor permits are still in the form of a physical hangtag so that residents can quickly allow their visitors to park in the B permit area without having to log in online to enter their visitors' license plates each visit. Applications for visitor permits should be completed prior to arriving at City Hall. Paper applications are also available at City Hall for those who do not have a computer, internet, and printer. Please bring proof of residency outlined above.

Monthly hangtags are valid for the month purchased. Price increases to $150 on July 1, 2025.
Penalty Provisions
Misuse of residential parking permits is a violation of the West Sacramento City Code and will result in revocation of the parking permits. Residents with revoked permits will not be eligible for replacement permits. Parking permits are issued by address and are not transferable.
A. It is a violation of this chapter, unless expressly provided to the contrary herein, for any person to stand or park a motor vehicle contrary to the parking regulations and conditions established pursuant hereto. Such violation shall be punishable as an infraction by a fine as established by the judge of the municipal court.
B. It is a violation of this chapter for a person to falsely represent him or herself as eligible for a parking permit or to furnish false information in an application therefore to the finance director.
C. It is a violation of this chapter for a person holding a valid parking permit to permit its use or display by anyone who does not qualify for the permit.
D. It is a violation of this chapter for a person to copy, produce or otherwise bring into existence a facsimile or counterfeit parking permit in order to evade the parking regulations of this chapter.
The City of West Sacramento is in the process of installing additional EV (electric vehicle) charging stations as part of the Plug-In Partnership Program.
Users can charge their EVs at these stations by signing up for a free ChargePoint account and initiating a charging session using the ChargePoint mobile app, card, or by calling 1 (888) 758-4389. Click here to learn more.

The City of West Sacramento is excited to announce you may now park for free (up to two hours) when visiting The Barn. You may still purchase additional parking time in addition to the free two hours if needed.
To get the free parking, simply park in one of the two green areas on the map below (ParkMobile zones 3471 or 3465) and use the ParkMobile app (recommended) or meter like normal to start a parking session. Follow the instructions and the free parking will automatically apply.
Important: You must use the ParkMobile app (recommended) or meter to start a parking session immediately after parking. Vehicles without a valid parking session are subject to citation.
Once the daily average parking occupancy rate reaches 85%, the first two hours of free parking will revert to the normal meter rate. An 85% daily average parking occupancy rate would demonstrate there are enough daily visitors that accomplish the goal of the free parking program. Reverting to the normal meter rate at 85% will help ensure there is always an open space available and encourage the turnover of parking spaces.
The Barn includes Drake’s Brewing Company, PizzaSmith, and features including an outdoor bar, 400-seat beer garden, food trucks on weekends, fire pits, three music stages, a large open meadow with beach chairs and lawn games, and opening this winter, a 38-seat craft cocktail bar. Pay a Parking Citation
Parking citation payments are accepted in several ways:
- Online: Citation Payment Website: http://dspayments.com/WestSacramento. Note: Citations may be delayed from appearing in the system. If your citation is not in our online system yet, you may pay by mail or in person (details below). You may also call 916-617-4589 for additional assistance.
- Mail: Send a check or money order (payable to the City of West Sacramento) including your parking citation to City of West Sacramento, 1110 West Capitol Avenue, West Sacramento, CA 95691. Please note on the check or money order the citation number you are paying for. You may use the envelope attached to your parking citation.
- In person: City Hall Public Counter 1st Floor, 1110 West Capitol Avenue, West Sacramento, CA 95691, Monday – Friday from 9:00 a.m. – 4:00 p.m. and every first Tuesday 10:00 a.m. to 4:00 p.m., closed for lunch 12:00 p.m. to 1:00 p.m. Appointments available by calling (916) 617-4589. Please bring your parking citation and form of payment. Credit/debit cards, cash, money order and checks are accepted. For credit cards, a 3% service fee applies.
Payments must be received or contested no later than 21 calendar days from the citation issue date or 14 calendar days from the mailing of a notice of delinquent parking violation to avoid additional penalties.

Citation Contests
If you feel you were issued a citation in error, you have the option to contest the citation within 21 calendar days from the citation issue date or 14 calendar days from the mailing of a notice of delinquent parking violation.
You may contest your parking citation in several ways:

Citation Payment Plans Based on Financial Hardship
New for 2021 under AB 3277:
- This bill increases the total amount that can be paid in installments to $500 (previous amount was $300) and the monthly installments are capped at $25
- Extends the payment plan duration from 18 to 24 months
- Changes timeframe a person may request a payment plan from 60 to 120 days
California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations for qualifying low-income individuals who apply within 120 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. Once a citation is enrolled in this program, it is no longer eligible for appeal pursuant to an Administrative Review or Hearing.
Parking citation late fees and penalty assessments (“Late Fees”) are removed at time of enrollment in the payment plan in accordance with CVC Section 40220. Late Fees are reinstated if the payment plan is not completed. Also, DMV registration holds and Franchise Tax Board tax intercepts will not be implemented, and
/ or will be removed during the payment plan, subject to its satisfactory completion. If the payment plan is not satisfactorily completed, then such remedies may be invoked.
Who May Qualify for a Payment Plan
Only the Registered Owner or Lessee of the vehicle for which the citation was issued may enroll in a Payment Plan. To qualify, you must meet the requirements of CVC Section 40220 by either being “Low Income” or receiving qualifying “Public Benefits”, as explained in further detail below.
“Public Benefits” are defined in Government Code (GC) Section 68632(a) and include, but are not limited to, public benefits under one or more of the following programs: CalWORKs (or Tribal TANF), Supplemental Security Income and State Supplementary Payment, Supplemental Nutrition or California Food Assistance Program, County Relief, General Relief or General Assistance, Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants, In-Home Supportive Services, and Medi-Cal.
“Low Income” is defined as any applicant whose monthly income is 125 percent or less of the current poverty guidelines updated periodically in the Federal Register by the United States Department of Health and Human Services. See Chart below for current income thresholds.

Please note that if your vehicle is currently booted, towed or impounded, you are not eligible for enrollment in a payment program (subject to the citations being outside of the above referenced application deadlines).
How to Enroll in a Payment Plan
If you are either Low Income and/or the recipient of Public Benefits, you must fully complete and sign an application form to enroll in a payment plan. You are only entitled to enroll in a payment plan once for any specific parking citation(s). Subject to the timing requirements, you may enroll in additional payment plans for
any citation(s) which were not previously included in a payment plan. To obtain an application online click here or visit: The City of West Sacramento, 1110 West Capitol Avenue, 1st Floor, West Sacramento, CA 95691.
Completed applications can be mailed to: City of West Sacramento Enforcement Processing Center, P.O. Box 6010, Inglewood, CA 90312-6010.
You must also submit documentation along with your application verifying that you are Low Income or receive qualifying Public Benefits; examples of acceptable documents are explained below. Once your application is complete, you may mail the application and supporting documents to: City of West Sacramento Enforcement Processing Center, P.O. Box 6010, Inglewood, CA 90312-6010. Lastly, a non-refundable administrative fee of $5 is due upon enrollment. Information regarding payment of the non-refundable fee can be found on the low income payment plan application. There you can also elect to include this fee to the payment plan by checking the appropriate box on your application form.
Please note that if your status as either Low Income and/or as the recipient of Public Benefits is found to have been willfully fraudulent, the reduction of your fines and fees will be overturned and the full amount of any fines and fees will be restored.
What Documentation/Proof Needs to be Submitted Along with the Application
- Public Benefits - Acceptable forms of proof include true copies of an electronic benefits transfer card or another card, and/or other documentation that confirms your receipt of qualifying Public Benefits under one or more of the following programs: CalWORKs (or Tribal TANF), Supplemental Security Income and State Supplementary Payment, Supplemental Nutrition or California Food Assistance Program, County Relief, General Relief or General Assistance, Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants, In-Home Supportive Services, and Medi-Cal.
- Low Income - Acceptable forms of proof of Low Income include true copies of a recent pay stub or another form of proof of earnings, such as a bank statement or financial statement, and/or other documentation that demonstrates that your income is 125 percent or less than the current income thresholds identified in the Chart above.
Payment Plan Approval
If your application for a payment plan is approved and you qualify for the payment plan, you will automatically be enrolled in the payment plan and a follow-up communication will provide you detailed payment information and terms. If your application is incomplete or is otherwise rejected, you will be notified. If for any reason you wish to revoke your application or cancel your payment plan, you may notify us at any time.

The City of West Sacramento is not required to provide any invoices, payment reminders, or notification of late or insufficient payments. It is your sole responsibility to ensure payments are made timely and in the proper amounts. All payments must be received by the due date. Plan participants are encouraged to set up their own payment reminders. Helpful tips include: taking a photo of your payment plan agreement, setting regular reminders in your calendar, and telling a family member or friend who helps you with your finances.
Minimum monthly payments are due no later than the 1st or 15th of each month as identified in your plan approval letter.
There are no prepayment penalties and you may voluntarily make excess payments. However, any overpayments will not relieve you of the obligation to make the mandated monthly payment(s) in full each month until such time that entire payment amount is paid in full and the payment plan is completed. If at any time you have questions about the remaining balance due, final payment amounts, or anything else related to your payment plan, please call our customer service staff at the number above.
How to Submit Payments Under a Payment Plan
- By Mail: Send check or money order payable to: City of West Sacramento Enforcement Processing Center, P.O. Box 6010, Inglewood, CA 90312-6010. Reference the payment plan number and license plate on the check/money order.
Payment Plan Default:
If you default on your payment plan you will have 45 days from Notice of Payment Default to make the missed payment and otherwise bring or keep your payment plan payment(s) current. Failure to do so will result in you being removed from the payment plan. After this one-time 45 day extension expires, you will not be provided any further extensions or notices, and any additional late or insufficient payments or other forms of default will result in immediate removal from the payment plan. Removal from the payment plan could result in: (i) any fees and penalties that had been waived as part of the payment plan being added back to the amount due, and (ii) vehicle registration holds or other potential consequences as permitted by law.

Monthly Parking
Monthly permits are available and can be purchased online using the links above. New users must register for an account.
Each driver/vehicle owner is responsible for creating their own account. Accounts are limited to one vehicle. Users may change the vehicle on their account at any time. For companies with multiple employee vehicles, a group account is available.
Hourly / Daily Parking
Where fees are in effect, payment is required at parking lots 24 hours a day, 7 days a week including holidays. Hourly and daily parking may be purchased through the ParkMobile app, which can be downloaded using the links below. For the 5th & Bridge Lot, payment can also be made at the machine in the lot.
Rates Subject to Change
All rates are subject to change. Daily rates subject to change during Special Events.
Parking Meter Hours of Operation
On-street parking payment is in effect 7 days a week from 8:00 a.m. – 10:00 p.m. Look for the 2+ and Paid Parking Daily signs to help determine which areas are metered.
Note: For parking lots where fees are in effect, payment is required 24 hours a day, 7 days a week including holidays.
You can pay for parking using the the ParkMobile app or one of the parking meters located in the area. Parking meters accept credit cards and coins.
Note: Parking is pay-by-plate and is wirelessly communicated to parking enforcement officers who will know the plate you entered is paid. You do not need to display a parking receipt in your vehicle.
With the Parkmobile app, you can extend your parking session from wherever you are to park as long as you need. You can also extend your parking session using the same parking meter you paid at.

Meter Rates
Parking meter rates operate on a tier rate structure. This allows those who unexpectedly need to park beyond the posted time to do so. There are no time limits at these meters. The image below illustrates the hourly parking rate in a 2+ zone (the only posted hour in the city).
Tier 1 = Regular hourly rate based on posted number of hours
Tier 2 = Effective for up to one additional hour after end of Tier 1
Tier 3 = Effective rate for every one hour parked past Tier 2
Special Event Meter Rate
To protect residents, visitors and businesses from an influx of vehicles parking on the street due to special events and to manage parking demand due to limited parking supply, the City has a special event meter rate that activates when there is an event at Sutter Health Park.
When there is a special event, meters will activate a special event rate if the parking session extends beyond the posted hour. In a 2+ zone, the special event rate activates after your second hour of stay. The special event rate is in effect beginning two hours before the special event start time..
The special event rate is up to 125% of the rates charged to park in the Sutter Health Park (formerly Raley Field) lots (plus the Tier 1 rate) and therefore may change. The current rate at Sutter Health Park is $15.00. Below is an example of an $18.75 special event rate (125% of $15.00), totaling $22.25.

On-street parking may be requested for special events and construction.
A Parking Request Form must be completed and submitted as early as possible.
A $6 fee per space per day applies at on-street metered spaces.
Once a Parking Request Form is approved, it is the responsibility of the applicant to post “No Parking” signs a minimum of 72 hours in advance in accordance to the Posting Guidelines.
Absent an approved parking request form, normal parking regulations apply.
Special Events
A Parking Request Form is required for special events with a road closure, even if temporary, in a paid parking area. In limited circumstances, you may also reserve on-street parking for vehicle parking. A Special Event application through the Parks & Recreation Department is required in order for your request to be accepted.
Construction
Construction parking is for commercially licensed vehicles and large equipment only and are limited to where the construction occurs. Placement of containers on a City street may also require a City encroachment permit.
1. Why did I receive a citation for parking over the time limit after I moved my vehicle across the street?
West Sacramento City Code 10.24.120 Time Limit Parking Zones
When authorized signs have been placed by the city manager or designee, giving notice thereof, no person shall stop, stand or park any vehicle in a business district or on any street designated by resolution during the days and hours indicated on such signs for a period of time longer than the time limit specified on such signs.
Posted time limits are intended to prevent a vehicle from parking on the same street for more than a specific amount of time during the posted restricted hours. This allows other vehicles an opportunity to park on that street.
Citations for violation of this code are issued when a vehicle parks on the street longer than the posted time limit during the posted restriction hours.
For example, a 1 hour time limit on a street where the restriction hours are in effect between 8:00 a.m. – 5:00 p.m., means that a vehicle may not park on that street for more than 1 hour between 8:00 a.m. – 5:00 p.m. To avoid a citation, the vehicle must be moved completely off that street. However, since moving completely off a street is a very restrictive application of the Code, vehicles are permitted to be re-parked at least one city block away from the original parking space. The act of re-parking a vehicle a few spaces away, across the street and/or returning to the same block, does not create a new parking session.
2. I lost my parking citation and don't have the issuance number in order to pay it. How can I get the number to pay the citation?
To obtain the parking citation issuance number, you may call our customer service line at (916) 617-4589 between 8:00 a.m. to 5 p.m. Monday – Friday. You will be asked to verify the name on the vehicle’s registration, vehicle license plate number and VIN.

5. What can be done about a car parked illegally on my street?

7. Who do I call to report a faulty parking machine?

8. How do I know if I live in a residential permit area (preferential parking area)?
Residential permit areas are designated by posted signs (typically time zone signs) which have the additional wording "Except with __ Permit" posted on the sign. Permit areas are designated by letters (example: A Permit, B Permit).
9. How do I report residential permit abuse?
If you believe that a vehicle is falsely using a permit to park in a permit area to be near a workplace or educational institution, please call (916) 617-4581.

It is illegal to:
- Use someone else’s disabled placard
- Lend your disabled placard to another person. Disabled placards are not transferable
- Alter a disabled placard or a disabled placard identification card
- Possess or display a counterfeit disabled placard
- Provide false information to obtain a disabled placard
- Forge a physician’s signature to obtain a disabled placard
Per the California Vehicle Code, abuse of a disabled placard may result in cancellation and revocation of the placard, including loss of all privileges it provides. Furthermore, abuse of a disabled placard is punishable by a minimum fine of $250 up to $3,500 or imprisonment up to 6 months, or both.

11. What is the mobile payment system for parking?
The City of West Sacramento has teamed with Parkmobile to offer a service that allows you to use a mobile app or a web browser to pay for parking in West Sacramento.
